Although it shouldn't be the deciding factor,
I agree that the tourist attractions should be
one of the secondary factors. I can't take enough
vacations to see all of the country that I'd like
to see, so it's great to be able to combine the
festival with a few days of siteseeing.

I would love to go to New Orleans for the festival,
and think Primm is a very bad idea because it repeats the
winterfest site. By the same logic, Montreal is bad
because it repeats a previous site. I *loved* the Montreal
festival, and the big draw for me was the tourist potential.

So note my vote for New Orleans, and please please please
stop repeating festival sites.
