I agree. I said that the financial requests should not get bogged down by accounting for small things. But "major _types_ of T & E" should absolutely be included.
: We know the financial situation is a mess and needs to be fixed because the IJA is definitely broke or on the way to being there. But we won't know any more than that until we are all on the same page, and until that page has sufficient detail on it to make sense of the problems that the IJA clearly has.
