I agree with the premise. I tend to think that inertia plays a large role here.
First, potential candidates are limited by availability. Most people don't think that
they have the time to do the job the way they would like to see it done, and therefore
don't offer. Their trepidation index exceeds their dissatisfaction.
Second, the average IJA member wants a magazine and a festival, both of which have
been supplied for years. They see no apparent need for change.
So one might conclude that the majority of voters are happy to be at the annual
festival, or glad to have received their magazine.
There is clearly a subset of members who are frustrated, because they see the IJA
as a declining force confronted by unrealised potential. It is unfortunate that the
IJA cannot harness that frustration to its benefit.
